Congress has a reputation of being behind the times when it comes to technology. Legislators often do not understand new technological developments, and the Hill itself has lagged in adopting the latest information and telecommunications technology. The rapid emergence of artificial intelligence (AI), this report observes, has exacerbated the “pacing problem— the widening gap between the speed of technological change and the capacity of democratic institutions to understand and respond.”

 The PopVox Foundation advocates for Congress to establish a Congressional Capacity and Technology Office, which would assist legislators and staff to adopt and better understand AI, a truly disruptive and transformative technological innovation.
