The Constitution designates Congress as the primary lawmaking institution in our federal government. Yet, an enormous amount of lawmaking gets done by the executive branch through regulations. AEI’s Kevin Kosar and Philip Wallach explain that improving Congress’s internal capacity is essential to providing effective oversight of the executive branch and keeping the federal government accountable to the American people. In particular, the creation of a Congressional Regulation Office would bolster Congress’s ability to review agency regulations.
