Restoring Congress as the First Branch

In this report, six authors comment on various aspects of Congress and offer proposals to improve the House and Senate. The publication of this report in January 2016 came a short time after a meeting was convened on Capitol Hill to discuss congressional reform. The authors of this paper were the speakers that day. More than 100 staff and Hill watchers attended—making it the beginning of the most recent effort to strengthen the first branch.
