A Case for Stronger Congressional Committees

Committees are supposed to be the powerhouses of policymaking and oversight. They are the cohorts of legislators who gain expertise, and who should follow a fair and deliberative process to do the difficult work of achieving consensual governance. Unfortunately, as this report argues, the present day committees are being rivaled by leadership in the chambers and suffer from the breakdown in regular legislative order.
